The Southern Iowa Resource Conservation and Development Area (SIRC&D) has money available through a revolving loan program, for the financing of starting or expanding small businesses. The purpose of this program is to create private sector jobs.
As of 2015, SIRC&D has awarded 9 revolving loans. Of those loans, two are currently active. Currently, funds are available for new qualifying loans.
Eligible borrowers include corporations, partnerships or sole proprietorships throughout the SIRC&D seven county area.
Loans can be used for working capital, equipment, machinery, etc.
The money can be loaned for 10 years, with a maximum loan amount of $25,000.
The maximum amount loaned to one individual, in one or more loans, shall not exceed $25,000.
The maximum amount of any single loan to any one individual shall not exceed $25,000.
Approved loans are processed with interest rates approved by the SIRC&D Board of Directors.
The loan can provide up to 50% of the project’s cost and feature a fixed rate of interest. Persons with projects in Adair, Adams, Clarke, Decatur, Ringgold, Taylor and Union counties may apply.
A business plan is required.
Include project cost estimates and historical and projected financial statements.

The revolving loan program was originally sponsored by USDA Rural Development.
The RC&D partnership with the University of Iowa Office of Outreach and Engagement is designed to provide assistance for economic development, arts and culture development, environmental conservation and public health initiatives in communities within the RC&D regions across the state of Iowa. University of Iowa faculty, staff, and students, through community-based research, service-learning courses, and staff outreach, collaborate with RC&D staff and community partners on a variety of projects, workshops, and trainings that enhance the quality of life for citizens in these regions.

The Learning Center (TLC) of Southwest Iowa, is a non-profit organization designed to provide children who learn differently with the supplemental screening and tutoring services and support needed to achieve academic success.
SIRC&D acquired a grant from USDA RD to support a collaborative economic development team consisting of Southwestern Community College, SBDC, and SIRC&D to support development of small and emerging private business enterprises in rural areas.
Grant funds were secured from USDA Rural Development to assist in the construction of a winery facility capable of producing about 20,000 gallons of wine per year. Two Rivers Grape and Wine Cooperative is now known as Southern Hills Winery and is located near Osceola, Iowa. SIRC&D provided accounting technical services and computerized accounting. The RC&D completed SF 270s for USDA Rural Development Grant drawdowns and provided detailed spreadsheets to RD showing 50% Federal and 50% non-federal project funding for the project.
Dry Hydrants are non-pressurized fire hydrants that make raw water from ponds, lakes and streams available for rural fire fighting. Dry hydrants help save rural buildings from fire and can lower fire insurance premiums in some areas. The Southern Iowa RC&D acquired numerous grants for area fire departments to build dry fire hydrants.
Rural Enterprise Fund Program grant monies were secured from the Iowa Department of Economic Development to fund a county-wide economic developer. Accounting technical service and computerized accounting were provided by Southern Iowa RC&D Area staff.
